Something to think about.

Would there be a need for government assistance (welfare, social security, etc.) if the Church does what Christ calls it to do?

Depends how many people there are in the Church surely? And also how much resources they have access to.
I’ve thought about this topic quite a bit recently with America’s fast paced conversion to socialism taking place.
It seems that if the Church was highly visible in doing what Christ told us to do, the example may have a ripple affect through the rest of society.
I read a quote recently by a first century Roman in which he said that the main reason the Christian Church was growing so rapidly was because of it’s charity towards everyone – whether they were Christian or not. The early Church conveyed an image of Love that attracted people from all walks of life.
If we could permeate society with Christs message and Love, the government could be dismantled and thrown on the scrap heap. the only government that’s needed is outlined in scripture.
Thanks for such a great question!
